Executive Committee
Plannera's Executive Committee leads the corporation and oversees pension and benefit program administration. The Executive Committee includes seasoned professionals with diverse backgrounds and expertise. They focus on organizational strategy, financial stewardship and risk management.
Note: Prior to January 1, 2024, Plannera Pension & Benefits (Plannera) operated under the Public Employees Benefits Agency (PEBA).

Jeremy Phillips
President and Chief Executive Officer (CEO)
As CEO, Jeremy oversees the administration of 11 pension plans and 16 benefit plans with a total value of more than $18 billion. Plannera’s two largest plans are the Public Employees Pension Plan (PEPP), Canada’s largest defined contribution plan, and the Municipal Employees’ Pension Plan (MEPP), a top 100 Pension Plan in Canada.
Jeremy joined the organization in 2018 as Executive Director of Client Service and became Assistant Deputy Minister in 2021. He was appointed CEO by the Plannera Board in 2024.
Jeremy joined the Saskatchewan public service in 1998, serving with the Legislative Assembly Service and the Ministry of Finance. He has served on a variety of public and non-profit boards, including chairing the Public Service Superannuation Plan Board and the Public Service Disability Income Plan Board.
Jeremy is a professional director (ICD.d), has a graduate degree in Public Administration from the Johnson Shoyama School of Public Policy and an undergraduate degree in Computer Science from the University of Regina.
Keith Moen
Executive Vice President, Member Services and Chief Operating Officer (COO)
Keith joined Plannera in March 2024 and is Executive Vice President, Member Services and Chief Operating Officer.
In this role, Keith provides strategic leadership to pension plan and benefit program administration, member education and stakeholder engagement.
His professional interests include strategic planning and analysis, business and project management and measurement, service delivery, organizational culture, change management and corporate relations.
Over the last 30 years, Keith has shared his expertise with a number of organizations, including the Terry Fox Foundation, University of Saskatchewan, SaskPower, PEBA, Elections Saskatchewan and the Saskatchewan Writers’ Guild.
Keith is a certified leadership coach, and a member of the International Coach Federation (ICF), International Association of Public Participation (IAP2) and the International Association of Business Communicators (IABC).


Tricia Brown
Director, Governance and Executive Secretary
As Director, Governance and Executive Secretary, Tricia oversees governance services for 27 pension and benefit plan boards and commissions. This includes analysis and recommendations related to legislative changes and best practices.
As Executive Secretary, Tricia is responsible as record keeper and governance advisor to all of the client Chairs, including MEPP and PEPP, in the discharge of their fiduciary responsibilities.
Tricia joined the organization in 2019.
Prior to joining Plannera, Tricia worked as a consultant and analyst for the Government of Saskatchewan and an economist for the Canadian Transportation Agency.
Tricia has a graduate degree in Economics and an undergraduate degree in Arts from the University of Regina.
Dan Gudmundson, CPA
Chief Financial Officer (CFO)
As CFO, Dan oversees financial planning and reporting activities related to Plannera’s annual operating budget, as well as corporate services, including risk and project management. Dan oversees the preparation of 16 separate financial statements for various pension and benefit plans.
Dan joined the organization in 2010.
Prior to joining the organization, Dan worked with the Saskatchewan Association of Health Organizations and Canada Life.
Dan is a Chartered Professional Accountant.


Jeremy Hall
Chief Technology Officer (CTO)
As CTO, Jeremy oversees Plannera’s technological direction and the development of new products and services.
Jeremy joined the organization in 2025.
Jeremy spent 12 years with Information Services Corporation before joining Plannera. Earlier in his career, he led technology initiatives for SaskPower, Shell Canada, and the Calgary Airport Authority.
Jeremy holds a Masters of Business Administration and a Bachelor of Science in Computer Science from the University of Regina. He is a Stanford Certified Project Manager and a Project Management Professional (PMP), with additional credentials in business process management, consulting, and leadership coaching.
Gary Hutch
Executive Vice President, Investments and Chief Investment Officer (CIO)
As Executive Vice President, Investments and CIO, Gary oversees over $18 billion in pension and benefit investments managed by over 100 external investment managers in public and private market strategies.
He has over 25 years of institutional investment experience and joined our organization in 2005. Since 2016, Gary has led investment strategy, implementation, operations, monitoring and reporting activities for the Public Employees Pension Plan (PEPP) and Municipal Employees’ Pension Plan (MEPP) in addition to a number of smaller pension and benefit plans. Gary has led MEPP and PEPP’s most impactful investment innovations in the last twenty years including PEPP’s introduction of additional investment choices in 2007 and the introduction, development and expansion of private markets programs for both MEPP and PEPP.
Gary is a Chartered Professional Accountant and has an undergraduate degree in Business Administration from the University of Regina. He has also completed the Institutional Limited Partners Association (ILPA) Private Equity Executive Education (PEEE) Program. Gary is a frequent speaker and panelist at investment industry events.


Megan Siller
Director, People and Culture
As Director, People and Culture, Megan oversees Plannera’s Human Resources Division.
Megan joined the organization in 2020. Prior to joining Plannera, Megan worked in the Saskatchewan public service since 2014.
Megan has an undergraduate degree in Business Administration from the University of Regina, a Master of Business Administration with a Management and Change Concentration through Carleton University and is a PROSCI Certified Change Practitioner.
